The User Group management is also available in the Report User management report. If logged in with Admin account, user groups can be managed in same way as managing user groups in the administration pages.

If Report users that can access the Report user management report be aware of the following logic:
Report Users connected to a User Group have access to the 'Report User management' report if the User Group has access to the report.
A Report User can administrate users in the same User Group only.
A Report User cannot disconnect another Report User from the User Group.
If a Report User creates a new Report User, that user is automatically connected to the same User Group.
Report Users cannot see the User Group tab.
Based on information above it is not ideal to let Report Users that are connected to User Groups, administrate Report Users. Doing so, all the Report users in the same User Group, including all users created by the Report Users, will always have the same rights. This includes the rights and the ability to create, edit and delete users.
Improved support will be added in a future version where for example specified users in the User Group can have access to the 'Report User management' report only, instead of all the users in the group
Scheduling Activation of Changes to User Access Rights
To schedule the activation of changes to user access rights, follow these steps:
Upload the Excel file containing new and changed Report users as usual.
After successful file validation, select "Schedule" instead of "Activate now."
Define the date and time for the scheduled activation occasion using the 24-hour clock and server time. The current server time is shown for reference.
Enter an email address for job completion/failure notifications.
Click "Schedule" to save.
To view the created schedules, access the "Scheduled imports" tab. The "Status" column will show if a job is in the "scheduled" stage or if it has already run ("Succeeded"/"Failed"). Any jobs that have already run can be deleted without affecting user access rights in the project.
To edit or cancel a scheduled job, use the edit/delete icons in the grid. To download the uploaded file, click the file name in the "File name" column. The validation file can be downloaded after a job is run by clicking the download icon in the "Status" column.
Please note that an additional validation of the Excel file runs at the moment of activation. If the file is no longer valid due to changes in the portal since the first validation, the activation will fail. It is recommended to avoid deleting reports, variable subsets, hierarchy nodes, etc. after a schedule has been created, as that can potentially result in validation errors.
Also note that it is not supported to schedule two or more activations in the same project at the same start time. There needs to be at least 10 minutes between two jobs. It is also not supported to import a new user to two or more projects at the exact same time. If a new user needs to be added to multiple projects, always set different activation times.
